New Mexico has a rocky gambling past. When the IGRA was passed by Congress in 1989, it seemed like New Mexico might be one of the states to get on the American Indian casino bandwagon. Politics guaranteed that wouldn’t be the case.
The New Mexico governor Bruce King appointed a working group in Nineteen Ninety to draft an accord with New Mexico Native bands. When the task force arrived at an agreement with 2 big local bands a year later, Governor King declined to sign the agreement. He held up a deal until Nineteen Ninety Four.
When a new governor took office in 1995, it seemed that American Indian betting in New Mexico was now a certainty. But when the new Governor passed the compact with the American Indian bands, anti-gaming groups were able to hold the accord up in the courts. A New Mexico court found that Governor Johnson had overstepped his bounds in signing the deal, therefore denying the government of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.
It took the Compact Negotiation Act, signed by the New Mexico government, to get the process moving on a full accord amongst the Government of New Mexico and its Indian tribes. 10 years had been lost for gambling in New Mexico, which includes Amerindian casino Bingo.
The non-profit Bingo business has increased from Nineteen Ninety-Nine. In that year, New Mexico not for profit game operators brought in just $3,048 in revenues. That climbed to $725,150 in 2000, and surpassed one million dollars in 2001. Not for profit Bingo revenues have increased steadily since that time. Two Thousand and Five witnessed the biggest year, with $1,233,289 grossed by the providers.
Bingo is apparently favored in New Mexico. All kinds of operators look for a bit of the pie. With hope, the politicos are through batting around gaming as a hot button matter like they did back in the 1990’s. That is probably wishful thinking.
